On 4 April 1987, the Law on the Regional Organisation of Catalonia was approved, which in its article 3 establishes the region as a local entity of a territorial nature, endowed with autonomy and its own legal personality, formed by the grouping of municipalities. This law attributes to the region the character of a necessary part of the territorial organisation of Catalonia together with the municipality and establishes that the government of the region corresponds to the regional council. This division has historical antecedents that start from the first Territorial Division of Catalonia enacted on 27 August 1936.
With these legal antecedents, the Montsià Regional Council was established on March 8, 1988, in the plenary hall of Amposta City Council, as it did not have its own headquarters.
In the case of the Montsià region, it was made up of 11 municipalities: Alcanar, Amposta (region capital), Freginals, la Galera, Godall, Mas de Barberans, Masdenverge, Sant Carles de la Ràpita, Santa Bàrbara, la Sénia and Ulldecona. Later, in 1991, the municipality of Sant Jaume d'Enveja was incorporated, which until then belonged to the Baix Ebre region, currently consisting of 12 municipalities and an EMD, (Decentralized Municipal Entity) els Muntells.
Since its creation, the Montsià Regional Council has been organized into different areas to offer services and assume responsibilities from the different Catalan administrations: municipalities in the region, Tarragona Provincial Council, Generalitat de Catalunya. This assumption of tasks has been aimed at achieving two fundamental objectives:
- As the first access platform and element that enhances the management capacity of the municipalities in the region.
- As a first step, together with the municipalities, to offer citizens an adequate level of services due to the economy of scale and its proximity to the citizen.
Thus, the Montsià Regional Council is the governing and administrative body of Montsià. Within this framework of competence and in accordance with the two aforementioned objectives, the range of areas and services that we offer you on this website have been structured.
As a young administration, we will adapt and renew, day by day, these services in accordance with the needs of the region which, as you will see, range from the regional youth service to care for the elderly, from social, cultural, sports services, education to economic revitalization, the environment, the natural environment, waste management, regional organization or assistance to the municipality. With these services we contribute, day by day, to the creation of a feeling of belonging to a territory, in the Montsià region.
The provision of these services is one of the fundamental reasons for the birth, existence and development of the Montsià County Council. Services that, it is good to remember, are basically based on two principles: municipal autonomy, through the County Action Program, and the economy that takes advantage of the grouping of services to improve their quality, create new ones and reduce costs.
